Renewed Global Education Cooperation between the European Union and the Council of Europe

“iLEGEND” launches its next four years of intercultural learning exchange through Global Education, Networking and Dialogue. It promotes Global Education as an interdisciplinary approach, which helps learners to develop individual and collective responses to social, ecological, political, economic and ethical issues.
With a € 2 million budget, the project brings together educators, learners and other stakeholders from Europe, the Middle East and Africa, along four lines:
- Thematic seminars, online materials and a final congress will promote advocacy and confidence-building. They will provide spaces for dialogue to strengthen Global Education policy development and implementation, including youth participation in decision-making processes.
- Pedagogical resources, E-learning and training activities will build capacities of education practitioners in the formal and non-formal education sectors. Strategic state actors (in education, youth and foreign affairs) and civil society organisations will also participate in on-line and residential training.
Beyond the existing MOOC programme, iLEGEND will strengthen the advocacy dimension, include monitoring, evaluation, accountability and learning (MEAL), and pay special attention to youth participation and gender equality.
- An annual Global Education Week and other activities will raise awareness about the Sustainable Development Goals, the European Consensus on Development and the co-responsibility of everyone to achieve these goals.
- Universities on Youth and Development and other activities will create partnerships and networks between young people from Europe and from partner countries.
iLEGEND III is based on the premise that, in a globalised world, the safeguarding of human rights, democracy and equity in Europe cannot be isolated from developments in other parts of the world. Sustainable development cannot be achieved without an understanding of global interdependence, intercultural learning and dialogue.
Implemented by the North-South Centre of the Council of Europe, iLEGEND III builds on previous editions of the project. It is co-funded by the Council of Europe and the European Union in the framework of the Development Education and Awareness Raising (DEAR) Programme.
Background:
Since the 1970s, the EU has supported educators and civil society actors in introducing development themes in curricula and public awareness. Through its programme for Development Education and Awareness-raising (DEAR) and other EU-funded Programmes (e.g. Erasmus, Horizon Europe and cohesion funds), the EU continues to support campaigns, advocacy actions and more focused Global Citizenship Education projects like iLEGEND..
“ILEGEND III” builds on phases I and II and is implementedby the North-South Centre of the Council of Europe, which has been promoting global education, intercultural dialogue and inclusive policy making processes for over 33 years. It also involves the Global Education Network and of the Network of Universities on Youth and Global Citizenship.
