Between June and September 2025, TED supported the EU Delegation (EUD) and 11 Member States (MS) in Tanzania to strengthen coordination and strategic alignment in supporting Human Rights and Democracy across the country. 

TED deployed a consultant to develop a comprehensive mapping of ongoing and planned Human Rights & Democracy-related actions by the EU and Member States, identifying their priorities, areas of overlap, and available funding. 

Building on this mapping, a comprehensive study that will directly inform the EU’s country strategy in Tanzania was developed. The study presents a set of concrete recommendations for how the EU and its Member States can jointly support Human Rights and Democracy, and identifies shared priority areas rooted in Tanzania’s local context and needs. The final report, which was submitted on 24 September 2025, remains confidential.

A key component of the assignment was the field visit to Dar es Salaam in June. During the visit, the consultant conducted in-depth consultations with a diverse range of stakeholders, including representatives from the EUD, 11 Member States, civil society organisations (CSOs), UN agencies and think tanks. These engagements culminated in a half-day participatory workshop, which brought together EU and MS actors to discuss preliminary findings and align on common priority areas moving forward.
