With this module, we will take forward our discussion on democratic governance by looking at the notion of mainstreaming, the ways and means by which development programming links analysis of the political economy with actions that foster transparent, inclusive and accountable institutions.
The module will address this topic by following a practitioner's approach to mainstreaming democratic governance, structured in three steps:
- First, we will differentiate between a number of relevant, but distinct, concepts including: governance, democratic governance, democracy support.
- We will then consider how some development projects integrate "democratic" principles, be it in the form of rule of law, accountability, citizen participation, or information integrity.
- Finally, we will look into the intervention cycle to identify how and when to factor in democratic concerns.
This self-paced session is the first of two learning sessions in this module, the second being a combined case-study and discussion live session. Both learning sessions aim at fostering the exchange of experience between participants.
By the end of this module, you will be able to:
- Identify key concepts of mainstreaming democratic governance and methodologies for it;
- Use tools for analysing power dynamics and institutional capacity;
- Identify entre points for strengthening accountability, participation, transparency, and the information ecosystem within their existing portfolios;
- Address the challenges of measuring and evaluating democratic governance outcomes within sectoral programmes.
