Tender opened for Electoral and Political Process Support Partnership

The European Commission has opened a call for Financial Framework Partnership Agreements (FFPAs) under its Human Rights and Democracy thematic programme (2025–2027), focusing on Support to Electoral and Political Processes (SEPP). The initiative, referenced as EuropeAid/186179/DH/FPA/Multi covers up to 28 Mio €. The overall objective of this call for FFPs is to select a maximum of five high-capacity, specialised organisations with proven expertise and global reach, in order to conclude thematic Financial Framework Partnership Agreements (FFPAs) on Support to Electoral and Political Processes (SEPP).

It will address 30 thematic areas across 6 domains:

1. Electoral governance (legal frameworks, EMB capacity, voter registration, dispute resolution)
2. Participation & civic space (voter education, CSO engagement, violence prevention)
3. Political parties & institutions (internal democracy, parliamentary oversight, anti-corruption)
4. Oversight & observation (domestic/international election observation, EOM follow-up)
5. Media & digital integrity (countering disinformation, independent journalism, digital participation)
6. Political transitions (constitutional reform, inclusive dialogue, digitalization for resilience)
