- Risk of rapid backsliding - Malawi, Mozambique, Ethiopia and/or at a tipping point due to extremism, narco-corruption or risk of violent transitions - Ecuador, Benin, Cameroon.
- Previously available space for media is closing – Kazakhstan, Kyrgyzstan, Mali, Tunisia.
- State-sponsored disinformation is proliferating – Kazakhstan, Kyrgyzstan.
- Rife corruption and capture of mainstream media by political and/or economic interests, presenting considerable financial risk to independent media – Lebanon, Jordan, Tunisia, Cameroon.
- Consortium is uniquely positioned to intervene – Pakistan (where IFJ is the only international media organisation registered to operate), Afghanistan (where BBC Media Action is still operating in-country).
- Political opening for step change to media context/financial risk – Zambia, Indonesia, Sierra Leone.
