Objectives of the course
The overall objective of this series of webinars on “European Green Deal - Greening EU cooperation” is to enhance participants’ knowledge and understanding of the European Green Deal and its implications for EU cooperation; and strengthen the capacity of the participants in “Greening EU cooperation” through integrating environment and climate change-related themes into all sectors and all instruments of EU international partnerships.
The specific objectives of this webinar on Tracking climate and biodiversity funding – how to use Rio markers webinar are for participants to:
- Understand what are the Rio markers, their purpose and the possible Rio marker scores;
- Understand the eligibility criteria for the different Rio markers, with an emphasis on the climate and biodiversity markers;
- Be informed about the current climate and biodiversity spending targets, as well as past performance from INTPA and NEAR managed actions by sector;
- Understand how the EC calculates financial contributions based on the Rio markers;
- Become acquainted with the methodological guidance and support available for the scoring of Rio markers;
- Reflect upon and discuss challenges and opportunities to maximise contributions to the biodiversity and climate targets.

The webinar will cover:
- Definition and purpose of the OECD DAC Rio markers
- OECD DAC directives and eligibility criteria for the Rio markers
- Spending targets for climate change and biodiversity for INTPA and NEAR
- Overview of past performance (overall and by sector) for INTPA- and NEAR-managed actions
- Scoring of Rio markers for Action Documents and Blending applications
- EU convention on translating Rio markers into financial contributions
- Encoding of Rio markers and quality control
- Guidance and technical support on Rio markers
Target audience
Open to all EU staff working in EU Delegations or Headquarters. In particular, those who are not working in the environment and climate change sectors are encouraged to participate.
