The indicator measures the education system performance on transition to tertiary level. It is defined as the proportion of those finished secondary education who transition or progress to tertiary education. Tertiary levels can be defined as the International Standard Classification of Education (ISCED) levels 5 (short-cycle tertiary education), ISCED Level 6 (bachelor's or equivalent level), or ISCED Level 7 (master's or equivalent level).
