2.4.3. Social protection
Recommendation: 10) Facilitate the strengthening of capacities and understanding of the linkages between social protection and employment. That includes the importance of social protection as an element that contributes to the protection of workers who are dependent on the IE.

Evidence sample: the evaluation pointed out that advocacy and training on the linkages between social protection and employment is needed in order to design new interventions or new activities. The evaluation found that not all the local stakeholders were convinced that the ILO has full clarity concerning the integrated approach and how both employment and social protection policies can be coordinated. It was said that the ILO still promotes two bodies of policies (one for employment and one for social protection) even though the target population is basically the same. This introduces an element of confusion among local authorities.
