Evidence for Hope: reflections on evaluation and sustainability

EvalVoices is the newly established European Commission’s Evaluation Support Service’s lively space hosted on Capacity4dev. It spotlights global thought leaders in evaluation, and it facilitates real-time dialogue among practitioners, policymakers, academics, and community voices.

In this article, Carlos Madridejos, Monitoring and Evaluation Consultant, presents a methodological reflection on the application of Outcome Harvesting (OH) in complex and dynamic environments. For that purpose, the experience of the European Union Emergency Trust Fund for Africa (EUTF) in North of Africa serves as an illustrative case, where OH was piloted and progressively scaled up as part of its Monitoring and Learning System. The focus is placed on the technical approach and its potential to generate strategic and evidence-based insights in changing and sensitive implementation settings.
