Headquarters staff and experienced trainers will guide you through the key messages, chapter by chapter, in a relaxed format that we hope you will find engaging and even fun.

The Guidelines – An Introduction (run time 2 mins and 21 secs) provides a brief overview of the main messages of The Guidelines. Your presenter is Virginia Manzitti, who has been leading the technical cooperation reform in EuropeAid. You can download the "Pink Document", or Backbone Strategy, here. The Guidelines on Making Technical Cooperation More Effective, or "Green Document" is available here.
Take some two minutes to watch Chapter 1 – Reading Guide and Key Terms (run time 2 mins and 04 secs). Even if you feel you are EC-fluent, it’s always worth reminding yourself of the terminology involved.
In Chapter 2 – Reforming Technical Cooperation (run time 4 mins and 56 secs), you’ll learn about the fundamental building blocks of the TC reform. The Guidelines are constructed around eight guiding principles or stepping stones. These, presented by Nils Boesen who helped author The Guidelines, should provide your guiding compass through the TC reform process.
Continuing to Chapter 3 – Demand Driven and Harmonised TC Support (run time 8 mins and 09 secs) you’ll learn about harnessing and nurturing demand and ownership and the importance of coordinating your support with that of other donors. Desiree Dietvorst, an experienced TC trainer, presents.
Prioritising outcomes is the focus of Chapter 4 – Results Oriented TC Support (run time 7 mins and 38 secs). Here, Jos Jonckers from the Directorate working on Asia, guides you through this key chapter. Results orientated design of TC implies focusing on the wider results that the partner wants to achieve in terms of service delivery and capacity – and work backwards from this to what the technical cooperation should deliver.
In Chapter 5 – Programme Implementation Arrangements (run time 5 mins and 03 secs), we explain the Commission’s target to cut down on the use of Parallel Programme Implementation Arrangements. Nils Boesen returns to present.
And finally, in Chapter 6 – Monitoring, Evaluation and Quality Assurance (run time 8 mins and 02 secs) Christopher Knauth, a public health expert working in AIDCO’s directorate E presents the importance of supporting our partners through their monitoring and evaluation processes. We also lay out the five key quality criteria that are being used in delegations and in the Quality Support Group process at headquarters.
