Hur Hassnain (MDS, MBA) is an evaluation specialist, author, Treasurer and founding Board Member at the International Evaluation Academy. Currently he is working as the Senior Evaluation Expert at Meldea, the European Commission DG INTPA, DG NEAR, and FPI’s external service on Monitoring, Evaluation, Learning, and Design supporting the headquarter units, and over a hundred EU Delegations around the world.
Hur has authored several internationally peer reviewed publications, including a book as lead author: Evaluation in Contexts of Fragility, Conflict and Violence published in 2021. It presents an interesting argument that “evaluation” – like development aid itself – can unintentionally exacerbate tensions in ways that can negatively affect people and institutions if care is not taken in designing and approaching it with caution and sensitivity.
Hur has over 20 years of experience of working in a variety of thematic areas including but not limited to gender equality, rural development, climate change, renewable energy, agriculture, women’s economic empowerment, education, and protection. He has lived and worked in Asia, the Middle East, Africa, and Europe. Hur has designed, commissioned, and conducted research and evaluations for projects funded by UN agencies, the European Commission, private donors and the governments of the United Kingdom, Germany, Canada, Switzerland, the Netherlands, and Norway.
Hur is a staunch advocate of the Latin proverb "rerum cognoscere causas", signifying the pursuit of understanding the causes of things – a guiding principle that underpins his work and philosophy.
Political Scientist and Lawyer with a Specialization in International Cooperation for Development
With a solid background in political science and law, and specialized in international cooperation for development, I have more than 20 years of experience in the management, monitoring and evaluation of development programs and institutions.
I have played key roles in consulting, evaluation and training for the programming, design and management of international cooperation and training interventions, covering various regions, including South America, Central America, the United States, the Caribbean and Europe. After extensive fieldwork, I established myself as an independent consultant, bringing my experience in change management and capacity building. I have successfully participated in missions in different regions, working closely with local, regional and international actors.
My commitment to sustainable development is manifested in an approach focused on human rights, governance and socio-economic development. My technical background is complemented by an MBA in project management, giving me a solid understanding of the economic, strategic and operational dimensions. I have had the privilege of working with multilateral organizations, government agencies, civil society organizations, and the private sector. My studies in political science and law allow me to address development challenges from a comprehensive and interdisciplinary perspective.
My methodological rigor has been recognized in my role as a trainer and coach for private companies, multilateral institutions such as the Organization of American States, United Nations, member countries of the European Union (Norway and France) and in Latin America (Colombia, Chile, Costa Rica, Mexico, Honduras, Guatemala and El Salvador).
I have supported the implementation and evaluation of complex programs, and I have contributed to the development of monitoring and performance measurement frameworks for key EU initiatives, such as: FLEGT Forests in Colombia and Amazonia+, present in eight countries in Latin America.
I am passionate about promoting positive change through adaptive and agile approaches, ensuring that development interventions are both impactful and sustainable.
Giacomo Rambaldi is an independent consultant in the domains of digitalisation for agriculture participatory mapping and enterprise development. He has 41 years of professional experience in Africa, Latin America, Asia, the Pacific and the Caribbean where he worked for various international organizations including the Technical Centre for Agricultural & Rural Cooperation ACP-EU (CTA), the Asian Development Bank (ADB), FAO and as long-term consultant on projects funded by the Italian Aid to Development and the European Commission. He holds an honours degree in agricultural sciences from the State University of Milan, Italy.
He worked for 17 years at CTA as a member of the Digitalisation for Agriculture (D4Ag) team where he coordinated and administered a stream of activities related to the deployment of D4Ag in Africa, Caribbean and Pacific (ACP) countries.
Consultant specialised in project design, logframe methodology, management, monitoring and evaluation of interventions managed by civil society organisations.
