The note reflects a shared commitment by the EEAS and DG INTPA to conflict analysis as a key instrument to ensure effective conflict prevention and conflict-sensitive EU engagement. A shared understanding of the conflict dynamics and risks in a given country is key for effective EU external action in line with the Integrated Approach to Conflicts and Crisis. This guidance note describes the key principles of an integrated, joint conflict analysis and its value for EU external action. It provides an update to the 2013 EU guidance note on the use of conflict analysis in support of EU external action.
