2020 EU Guidance on Conflict Analysis
Joint EEAS – INTPA 2020 Guidance Note on EU Conflict Analysis.
The note reflects a shared commitment by the EEAS and DG INTPA to conflict analysis as a key instrument to ensure effective conflict prevention and conflict-sensitive EU engagement. A shared understanding of the conflict dynamics and risks in a given country is key for effective EU external action in line with the Integrated Approach to Conflicts and Crisis.
This guidance note describes the key principles of an integrated, joint conflict analysis and its value for EU external action. It provides an update to the 2013 EU guidance note on the use of conflict analysis in support of EU external action. This latest Note offers a stronger focus on evidence-based risk factors, gender sensitivity, and the nexus between climate and conflict.
We hope this guidance will form a useful basis for designing meaningful actions and better programmes in the field of conflict prevention, crisis response and peacebuilding, as well as in all other sectors of intervention, in a conflict-sensitive manner.
