Global Affairs Canada has produced a series of useful tools for results-based project design, M&E, and results reporting between 2016 and 2021, tools and methods that can be useful to anyone, working with any agency, on these issues.  But it is struggling, like many aid agencies in 2021, to find a way to comply with its own standards when it come to reporting on agency-wide results.

This long article reviews GAC Results-Based Management Guides, tools and checklists, assesses their strengths and weaknesses,  considers their utility for project-level design and management, and how the agency reports on its own broader results.
