In April 2025, DG INTPA F2 – Environment, Sustainable Natural Resources – hosted a conference on Nature-based Solutions (NbS) as infrastructure, focusing on lessons learnt from Europe and pathways to sustainable financing.

The event showcased the findings of the newly finalised report, Unlocking Investments in Nature-based Solutions in Our International Cooperation, developed by four European Commission colleagues from various Directorate-Generals under the Junior Professional Programme.

The report explores key challenges in implementing NbS — particularly regarding knowledge gaps, governance issues, and financing barriers — and presents best practices and lessons learnt from successful NbS projects across Europe.

The conference also featured financing instruments such as payment for ecosystem services, embedded for example in water funds, and examined their potential to unlock financing for NbS projects. Through case studies and panel discussions, participants explored the replicability, scalability, and relevance of these mechanisms within the EU’s international partnerships and the Global Gateway Investment Agenda.
