Upon the request of the EU Delegation to Rwanda, ETF conducted 3 background analyses between June-December 2023 for Rwanda: (i) Employment and skill needs analysis in the agricultural sector in Rwanda, (ii) Concept for Centres of Vocational Excellence for Rwanda, (iii) Gender analysis in HCD and agriculture in Rwanda – all used as inputs in the drafting stage of a new EU Programme to support TVET in Agriculture in Rwanda. 
When the ETF’s background reports were presented and discussed in two workshops organised in Kigali in October 2023, it created more interest on the government side to make further requests. ETF was asked for (i) the development of the CoVEs strategic policy, (ii) recommendations on the feasibility study of National Fund for Skills Development, (iii) organisation of a labour market training for the capacity building of relevant stakeholders for conducting similar sectoral analysis. 
The ‘Employment and skill needs analysis in the agricultural sector in Rwanda’ took a broader value chain approach and assessed both skills supply and demand in the sector. The last activity was the design and delivery of 5 full-day training course in Kigali on 13-17 May 2024 for 25 public officials, who are the members of LMI Technical Working Group. Training was highly appreciated by the participants and our evaluation of training showed an increased level of knowledge after training.
