I am trying to find out how external evaluation missions of EU funded aid projects are attributed. Is there a roster for external consultants who are occasionally asked to submit proposals? (I am in both for UNHCR and IOM) or are there public calls for tenders issued and on which website?

I would be most grateful for any hint  or contact to someone in Europeaid who could explain this to me. Thank you, Eckart von Malsen + 33 6 59 03 31 23

Dear Mr. von Malsen,

at times shortlisted companies contact me asking for my interest and availability to carry out an external evaluation mission.

You can also regularly visit such companies' websites to check the ongoing service offers.

You will find a detailed list of these companies (Framework Contract / FWC beneficiaries) and contacts on the EuropeAid website.

Dear Eckart, 

In my case, I was contacted by IBM Brussels. I understand that they have been selected for a kind of framework contract specialized on the ROM missions. Therefore, I believe that they (and the consortium to which they belong) is systematically approached by the Commission for this type of assignment.

Hi Eckart:

I'm not the best person to ask about this as i'm a consultant with very limited knowledge of the inner workings of Europeaid. I'm not sure who is the best person to ask but will talk to somebody soon and give you any names they suggest.
