This European Commission funded study aims to increase our understanding of the key governance challenges facing education in different fragile situations, and highlight implications for external support to the education sector. The study includes a synthesis report drawing lessons from eight country case studies including Cambodia, the Democratic Republic of the Congo, Haiti, Lebanon, Liberia, Somalia, and Southern Sudan, which were selected to provide a range of fragility and post-fragility contexts.

A key focus of the analysis is to review and provide lessons learnt on the role of development partner agencies in fragile situations across the continuum of humanitarian relief, through transition/reconstruction and towards longer-term development. Highlighting the relationship between education and fragility, the report includes in-depth analysis on the capacity, service delivery, resource mobilization, and viability of partnerships in the education sector in each fragile state.

The assessment methodology used for the fragility and resilience analyses was based on a chronology of key security, political, economic and education sector governance events and a review of sector performance trends in each case study country. The governance analysis was carried out with reference to the 7 criteria of assessment defined within the EC's Sector Policy Support Programme Guidelines (SPSP).  In each of the case study countries, the overall context was examined, mapping the role, importance and interests of key actors and stakeholders and governance/ accountability relations between them.

This study will be disseminated to staff in delegations, presented at various events and distributed by the Inter-Agency Network for Education in Emergencies list-serve.
