Sometimes it seems difficult to reconcile the many "competing" requirements of integrating concerns of gender equality with programme design, and identifying actions and initiatives that satisfy the policy objectives in cooperating with partner countries. Gender analysis is a tool that brings focus to the questions "How to mainstream gender in programme design?"
