In the 2020 ROM edition, Human Rights (HR), Gender equality (GE), and the Rights-Based Approach (RBA) have gained a significant role in the assessment of interventions. The revised Monitoring Questions (MQ) apply the human rights, gender equality and RBA lenses across the eight monitoring and crosscutting criteria used in the ROM reviews methodology. The criteria and associated MQ can be found in the Library.

To enhance the skills of ROM experts in monitoring these aspects in their ROM reviews, DG DEVCO 04 (Evaluation and Results) in collaboration with DEVCO B1 (Governance, Democracy, Human Rights and Gender) organised on April 22, 2020 a Webinar on “Ensuring Rights-Based Approach and Gender Equality through Monitoring and Evaluation”.

Through a presentation and several exchanges, the experts were provided with specific guidance on how to apply the human rights, gender, and RBA lenses to the relevant monitoring questions, building step by step, the comprehensive assessment to be presented in question 7.1 (for HR and GE) and 7.2 (for RBA), under the criterion "Cross-cutting issues".

It was specified that the assessment to be given to each question, even with the traffic light scoring system, must reflect the performance of the intervention under these HR, GE, and RBA aspects.
