NDICI: Are calls under human rights thematic pillars restricted to organisations in EU member states and recipient countries?

Is my understanding correct that these two calls for proposals are funded by NDICI's thematic pillar of human rights of democracy?

If so, please could the Commission explain why these calls are not open to all entities, and instead limited to EU member states and recepient countries? Accoridng to Article 28.2 of REGULATION (EU) 2021/947 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL - such calls should be open to all entities.
