Overall Objective and its indicator

Dear Capacity4Dev members, Considering the LogFrame methodology,

• How should indicators of the overall-objective be identified? 
• How should the indicators after the end of the project implementation process be monitored? (You dont have monitoring/evaluation professional anymore since the project funding is over) 
• Can we label a project as unsuccessful if indicators that have not yet reached at the stage of submission of the final report of the project are reported (assuming that specific objective is fully-achicieved)?
