Description
A Capitalization Seminar on 17-18 September, which will target grant beneficiaries (of Calls for Proposals 129200 and 129493) already invited to attend the October 2011 seminar. As these projects will end in late 2013 or in 2014, this follow-up seminar will focus on capitalisation and exchange of experiences as well as on relevant management matters concerning finalisation and closure of projects. About 75 participants are foreseen.
The overall objectives of this Seminar is to contribute to:
- a better project management by the Grant Beneficiaries under the NSA/LA Programme, in consistency with the principle of aid effectiveness;
- the improvement of knowledge on the roles of Project Managers and EC Task Managers;
- the enhancement of cooperation and coordination among on-going projects;
- and capitalisation and exchange of experiences for the projects that will end in the coming months.

9:30-10:30 Module 1: “Feedback/lessons learned from the Inception Seminar October 2011”
Objective: identify what worked and what did not work in the inception seminar 2011 / recommendations for improvements.
1- Presentation of the TM meeting and survey results (20’) (Ms Sara Simon)
2- Participatory exercise table discussion: “How the changes identified and presented have impacted their project and its results” (30’) (Introduction Ms Estelle Balian)
Additional activity: Capacity4DEV will carry out short interviews with project managers asking them how the previous inception seminar has contributed to their project success.
10:30-11:00 Coffee break (30’)
11:00-13:00 Module 2 Part 1: “Project closure”: preparing a good capitalisation”
Objective: discuss project closure as an essential step in ensuring successful completion of the project and putting the basis for successfully capitalise on its achievements. (Focus: planning of final activities, requesting final reporting information from partners, disseminating project results and preparing final reports. Note that contract & finance related issues will be dealt with on day 2)
1- Presentation of success story and lessons learned about project closure (Mr Martin Gerdermann, FoodFirst Information and Action Network, Project: Hungry for Justice - Raising Awareness about the Human Right to Food) (15’ presentation + 5’ Q&A)
2- Panel Q&A (50’): A panel of Task managers + the guest speaker will be invited to answer questions from participants in a facilitated Q&A session.
3- Participatory Table Discussion (50’): Participants discuss at each table with their TM: what are the respective concerns and expectations from TMs and from Project Managers

Nuestro Proyecto es de Transparencia Pública e involucra a ocho Gobiernos Subnacionales de Uruguay, Argentina, Paraguay y Chile (Gobiernos Departamentales y Municipios), a tres entidades no públicas (OSC) y es financiado por la Unión Europea.
Apunta a contribuir al proceso de empoderamiento político y social de los ciudadanos y las OSC locales, fortaleciendo sus capacidades pro - activas para la contraloría ciudadana y el monitoreo social y posibilitando que sean co - protagonistas de los procesos de desarrollo humano local que les afectan.
Como lo vamos a hacer?
i) Sensibilizando a los actores públicos locales y a las organizaciones de la sociedad civil respecto a la importancia de acordar y aplicar modelo de rendición de cuentas, de transparencia gubernativa, de contraloría social y de monitoreo social.
ii) Creando espacios de comunicación, divulgación y de toma conjunta de decisiones de los Gobiernos Locales con la sociedad civil.
iii) Facilitando al usuario de servicios y proyectos y al ciudadano en general el acceso a éstos y la presentación de sugerencias, peticiones, quejas y denuncias.
A quienes beneficia?
En primer termino a los socios: Municipios de San Isidro y Bariloche (Argentina); Los Andes y Peñalolén (Chile); San Bernardino y Presidente Franco (Paraguay); las instituciones capacitadoras ALPACA (España); Instituto para la Gestión (Argentina);ONG Initium (Chile); CIESU (Uruguay y Paraguay), además de dos municipios de Brasil que serán invitados a participar de esta experiencia con un enfoque de ciudadanía regional mercosulina. Y en segundo termino a aproximadamente 1.600.000 personas que componen la geografía humana de los 8 gobiernos subnacionales y que son los y las ciudadan@s, sujetos de derechos y deberes, más importantes del proyecto como beneficiarios.
Que resultados son los esperados?
Que 200 jerarcas y funcionarios municipales sean sensibilizados, capacitados e involucrados;
personal directivo y técnico de organizaciones sociales locales (400 personas) sean sensibilizados, capacitados e involucrado.
3 Entidades No Estatales sudamericanas incrementan su experticia y se especializan en los temas: contraloría ciudadana; monitoreo social; sistemas de información; transparencia, rendición de cuentas, construcción de indicadores, por el aporte de la experiencia europea.
Que actividades se realizarán?
Las principales actividades que se realizarán serán: laCapacitaciónde actores políticos y funcionarios sobre la contraloría social y el monitoreo ciudadano en el logro de una gestión pública transparente y participativa.organizaciones de la sociedad civil capacitadas en la contraloría y el monitoreo, como se utilizan los indicadores, como se miden los resultados, que buenas prácticas se conocen, etc. Construcción de Indicadores y elaboración de la Línea de Base: Los Actores No Estatales y expertos europeos y latinoamericanos construirán indicadores y Línea de base en cada territorio local para que realice la contraloría y el monitoreo con la necesaria "objetividad",Comunicación, Divulgación; Impresos; Publicaciones: en la implementación del proyecto resulta fundamental el componente de comunicación y divulgación, Instalación de Oficinas de Trasparencia y Rendición de Cuentas de los Gobiernos Locales, difusión comunicación y visibilidad del programa: monitoreo, evaluación.
