European Security and Defence College
The overall aim of the CSDP High Level Course (HLC) is to prepare selected senior individuals from EU Member States and EU Institutions for leadership positions in the application and development of the CSDP policy, crisis management and capability development, which are able to cooperate effectively with the various actors in this field. The course aims to broaden course participants’ knowledge and understanding of the EU security and defence architecture, the comprehensive nature of the CSDP as a key tool of CFSP, current and anticipated policy, missions and operations, as well as to increase their awareness of human rights and gender, freedom security and justice and horizontal issues.
The training delivered both via the eLearning platform and during the residential Modules promotes a common European security culture and aims to foster the network of future leaders involved in the strategic aspects of the CFSP/CSDP.
Participants (max 70) should be preferably senior level experts coming from the EU Member States and from EU Institutions (civilians or civil administration, including diplomacy and police, and military personnel, including police forces with military status) which are either working in key positions or having a clear potential to achieve leadership positions, in particular in the field of the CFSP/CSDP. Suitable academics and members of the business community and NGOs may also be invited to participate. The audience should be a well balanced mix from civilians and militaries.
Course participants must be available for the whole course, which includes eLearning (Internet-based Distance Learning) phases as well as residential modules, and must be ready to contribute with their specific expertise and experience throughout the course.
In order to facilitate discussion between course participants and senior EU personnel, the Chatham House Rule is applied during all residential modules of the HLC: "participants to the HLC are free to use the information received, but neither the identity nor the affiliation of the speaker(s), nor that of any other participant, may be revealed".

The registration period will end on 19 July 2016. Nominations after this deadline will not be accepted.
Selected and confirmed participants will receive an automatic confirmation message by 26 July the latest. The first residential course in Brussels (26 – 30 September 2016) will be preceded by a eLearning module starting on 5 August. Communication with the confirmed participants and the ESDC Secretariat will be via e-mails and using the eLearning platform ILIAS.
EU Security Clearance to "Confidential" level is mandatory for all the participants and should be valid for the entire duration of the HLC and the participants must prove the existence of the EU clearance certificate before of the starting of the first residential Module (September). The confirmed participants (or the relevant Security Officer from nominating institution) are required to send a copy of their security clearance certificate to EEAS-SECURITY-ACCREDITATION@eeas.europa.eu no later than 19 September 2016 (one week before the first residential course).
Note that the confirmed participants are required to attend all the residential modules and complete the eLearning study in order to complete the course and receive the certificates in June 2017.
