The First Annual Meeting of the Regional Programme to Strengthen the Strategic Partnership on Justice and Security Against Organised Crime between the European Union, Latin America and the Caribbean – EL PACCTO 2.0 will take place from 16 to 19 June 2025 in Lima, Peru. Around 400 participants from both regions are expected to attend.
This forum for strategic, institutional and technical dialogue aims to strengthen alliances between the regions and address the main shared challenges in judicial and security cooperation. It will also serve as an opportunity to present progress achieved under EL PACCTO 2.0 and outline the programme’s next steps, in the lead-up to the IV EU–CELAC Summit in November this year.
On 16 and 17 June, a high-level dialogue will be held with the participation of Ministers and Attorneys General. The discussions will focus on strategies and assess the impact of public policies implemented to combat organised crime, taking into account the evolving nature of criminal threats affecting both regions.
18 and 19 June will be dedicated to technical sessions involving focal points of the EL PACCTO 2.0 programme and representatives of regional institutions and organisations. These interactive debates will explore concrete actions developed by the programme, including joint operations, bi-regional cooperation mechanisms, and initiatives to address the economic dimension of organised crime, with particular attention to mainstreaming the gender perspective.
The visual identity of the meeting reflects the goals pursued by the programme: EU–LAC, cooperation that protects, and safer societies for all. Peace and justice in Latin America, the Caribbean and the European Union, for all their people. At the centre, the figure of a woman represents harmony, solidarity and caring protection, while the background lines pay tribute to Peru, the host country of the event.
