EL PACCTO 2.0 is the European Union programme that supports cooperation with Latin America and the Caribbean in the fight against Transnational Organised Crime (TOC).
Its objective is to combat #TOC using an integrated approach to strengthen the rule of law, citizen security, and stability, both in Latin America and the Caribbean and in Europe.
Implementation period: 2023-2027
Background:
- July 2023: EU-CELAC Summit in Brussels, where the commitment of both regions to strengthen cooperation initiatives in the field of citizen security and social justice was reinforced, with EL PACCTO 2.0 being a key element in developing this partnership.
- EL PAcCTO 2017-2022
It contributes to Sustainable Development Goals 5, 15, 16, and 17.
It is aligned with:
- The New Agenda for Relations between the EU and LAC
- The Team Europe Initiative on Justice and Security with Latin America and the Caribbean
- The EU Strategy to Tackle Organised Crime 2021-2025

EL PACCTO 2.0 es el programa de la Unión Europea que sustenta la cooperación con América Latina y El Caribe en la lucha contra el Crimen Organizado Transnacional (COT).
Tiene como objetivo combatir el #COT utilizando un enfoque integrado para reforzar el estado de derecho, la seguridad ciudadana y la estabilidad, tanto en América Latina y el Caribe como en Europa.
Período de ejecución: 2023-2027
Antecedentes:
- Julio 2023: Cumbre UE-CELAC en Bruselas, en donde se reforzó el compromiso de ambas regiones de fortalecer las iniciativas de cooperación en el ámbito de la seguridad ciudadana y la justicia social, siendo EL PACCTO 2.0 un elemento clave para desarrollar esta asociación.
- EL PAcCTO 2017-2022
Contribuye a los Objetivos de Desarrollo Sostenible 5, 15, 16 y 17.
Está alineado a:
- La Nueva Agenda para las Relaciones entre la UE y ALC
- La Iniciativa Team Europe sobre Justicia y Seguridad con América Latina y el Caribe
- La Estrategia de la UE para abordar el crimen organizado 2021-2025
