At the European Union (EU), there is an increased focus on results based monitoring of interventions and programmes.
Within this context, the Directorate General for External Relations (Relex family) consisting of the Directorate General for International Partnerships (DG INTPA), the Directorate General for Neighbourhood and Enlargement Negotiations (DG NEAR) and the Service for Foreign Policy Instrument (FPI) have launched a large-scale business transformation and IT programme called OPSYS.
OPSYS stands for Operational System, it is the information system used by the European Commission (EC) for External Actions. It marks a shift of mentality in the way EU aid works, through a more transparent and results-based way of delivery cooperation. OPSYS is a combination of interactive IT tools and information systems currently used by the EC that will address the whole project cycle: from programming to final evaluation, all through its contracting and implementation phases. It is used by EC staff to manage External Actions interventions. Partners can access OPSYS via the Funding and Tender Opportunities Portal after the EC staff grants them access.
The objective of transitioning to OPSYS is to raise the effectiveness and visibility of EU cooperation.
