The online course introduces the basic concepts of budget support in the new political context following the Communication of October 2011 and the revision of the guidelines made accordingly. The new guidelines have entered fully into force in January 2013.



At the end of the course, it is expected that participants will be acquainted with the main principles of Budget Support and understand better challenges and opportunities of this instrument.

The course is aimed at DEVCO staff, both in Delegations and Headquarters. It is also open to colleagues from DG ECFIN, ELARG, TRADE, ECHO, FPI and EEAS.



Those who participated in the previous course on budget support (BS) and / or have experience in budget support can follow this new course to have a quick overview of the new elements of the policy and the guidelines.

The content of the course covers the following aspects:

• New political context for BS and new governance elements.
• BS different contracts (Good Governance and Development Contracts, Sector Reform Contracts, State Building Contract);
• BS and fundamental values such as democracy, human rights, rule of law, good governance and the fight against corruption;
• Key definitions, rationale and principles of budget support;
• Dynamic approach and eligibility criteria (National Development Strategy or sector policy; macroeconomic stability; public finance management; transparency and budget oversight);
• BS along the operations cycle;
• Policy Dialogue in the BS context;
• Risk analysis and management in the framework of the BS programmes;
