ACORDS Programme Management Unit (2008) Sector manual on Public Procurement/ Guide de mise en oeuvre décentralisée (place de marché public) - Annexes
In the framework of the ACORDS programme (Madagascar), the PMU worked together with the Authority in charge of the regulation of public procurement (Autorité de Régulation des Marchés Publics; ARMP), to adapt the regulation of public procurement to the realities of rural local governments. This was one of the key impacts of ACORDS.
As a first step, a first version of the guide on public procurement adapted to rural local governments, based on the range of possibilities offered by EDF procedures, was elaborated and tested by the PMU, throughout 267 local authoreities benefiting from a grant. Thenk a working group composed by members of the PMU and of ARMP was created. Weekly meetings took place during a period of 3 months. These weekly meetings allowed actors to exchange on the programme experiences and take notice of any modification of the legal framework, as well as to conduct a comparative analysis of:
- different types of public tendering
- stuctures involved in public tendering
- steps in the implementation of intellectual services
This was then followed by a synthesis. This is how this guide became the NATIONAL guide on public tendering for rural local governments in 2010. The adoption of the guide by the ARMP was followed by a series of training at regional level.
