EL PACCTO 2.0 is innovating in the fight against transnational organised crime by promoting critical reflection on the use of Artificial Intelligence (AI) to strengthen and specialise operational teams, thereby facilitating joint EU–LAC operations. The initiative proposes a model of cooperation with Latin America and the Caribbean to combat organised crime through the use of AI tools for criminal investigation and the advancement of international legal standards. At the same time, it seeks to understand how transnational organised crime is itself leveraging these technologies, in order to counter them more effectively.
The EL PACCTO 2.0 Report on Artificial Intelligence and Organised Crime, launched during the first EU–LAC meeting on AI and Organised Crime, held from 2 to 4 December in San José, Costa Rica, offers a snapshot of the current landscape in the region.
