Civil Society Consultations in Partner Countries - 2023 Report on EU Delegations' Engagement with Civil Society

This 2023 report examines the consultations held by EU Delegations (EUDs) with civil society (CSOs) at the country level, analysing both quantitative and qualitative aspects. It covers all 101 EU Delegations in DG INTPA countries, presenting aggregate data on the type of civil society actors consulted, the frequency of consultations, the subject matter of the consultations (e.g. Global Gateway, Green Deal, Human Rights) as well data on the quality of the consultations, which include, whether EU Delegations sent information well in advance for CSOs to prepare, or, gave feedback afterwards, whether the recommendations by CSOs have been followed or not.

 The criteria used, especially on the quality of the consultations are those used internationally, reflecting the highest standards in the field, they build on the OECD DAC Recommendations as well as those from Concord.
