Development of a common framework for establishment and support of CAADP Joint Action Groups (JAGs) - Draft Working Paper- November 2012
The Joint Action Group (JAG) on CAADP implementation is a joint initiative of the African Union Commission (AUC), the NEPAD Planning and Coordinating Agency (NPCA) and the Regional Economic Communities and partner institutions. The primary goal of establishing a JAG is to ensure, for a specific CAADP thematic, coordination among key African stakeholders and Development Partners supporting CAADP implementation. JAGs facilitate regular interactions around key thematic areas and information of CAADP-based national and regional investment plans and programmes stakeholders. This Concept Note is intended to crystallise the JAGs concept and provide practical guidance for the establishment, governance, functioning and coordination of the various CAADP JAGs. It provides a common understanding of the mechanisms, benchmarks, milestones and action points including roles and responsibilities of the various parties in facilitating and coordinating the establishment and functioning of JAGs. It specifies practical aspects of JAG establishment, including composition, roles, means of support and depth and scope of facilitation and coordination.
