EC advanced seminar DLG 2012_Session 3.1 Panel on decentralisation and service delivery

This session counted with a panel of four EU Delegations: Central African Republic, Lesotho, Morocco and the Philippines.  Panelists reflected on the following questions:  How decentralised is public service delivery in your country?  How do politicians look at service delivery? How do citizens see public service delivery?  What has been EU's response strategy with regards service delivery? What are the entry points you use to improve equity, access and quality of services?  Do you work on the demand side for better services and domestic accountability?
