Guidelines
The goal of this document is to adopt common methodology to create a joined-up common approach among all contracts. The idea is to set some key elements, important that all projects to take into account when they develop their activities. This will contribute to a coherent way of reporting and at the same time getting intelligence from the reports. These key elements are:
- Target audience. Activities are merely a means to a goal: to engage meaningfully with people. Building bonds between individuals serves to advance our foreign policy objectives.
- Demand-driven dialogue. Activities and messages must be built on the interests (and ideally demand) of local target audiences. To understand their concerns and perceptions, listening should be a core element of all activities. Partnerships with local stakeholders will increase the link to local interests and relevance.
- Medium to long term engagement. Each activity must be part of a series, build on previous and be followed up with future engagement. It is not advisable to fund one-off activities.
- A joined-up approach. Info-sharing and cooperation among EUPOP and other EU-funded projects will lead to synergies across all activities and regions.
The guidelines provide the first step to develop an instrument to collect coherent information and indicators on project implementation.
