Gap assessment of Belarus regulatory system in the field of electronic communications

The report on gap assessment regarding governance of National regulatory authorities (NRAs) and their powers and obligations was prepared by the EU4Digital Facility jointly with the Eastern Partnership Electronic Communications Regulators Network (EaPeReg) in order to enable EaP countries to strengthen independence of NRAs. The report is based on the Methodology on national electronic communications regulatory authorities’ independence assessment for Eastern Partnership countries.

The aim of the report is to assess the state-of-play in Belarus regarding legislative gaps in the field of independence of NRA for electronic communications, while using the European Union (EU) 2002/2009 electronic communications regulatory framework as a benchmark. Findings and observations provided in this report were made in cooperation with experts of the Ministry of Communications and Informatization, who are also members of the EaPeReg. This report also provides recommendations towards bridging the identified gaps in light of relevant EU regulatory framework.
