Guidelines for the Implementation of Inclusive and Special Education for Teachers in Zambia

The Guidelines for the Implementation of Inclusive and Special Education for Teachers in Zambia were developed by the Ministry of Education of the Republic of Zambia to support teachers in translating inclusive education policies into practical classroom action. The Guidelines provide clear, teacher-focused guidance on identifying and supporting learners with special educational needs and/or disabilities, adapting teaching and assessment, creating inclusive learning environments, engaging parents and communities, and strengthening collaboration among education stakeholders.

The updated Guidelines were developed as part of Zambia's Country Action Plan under the Regional Teachers Initiative for Africa (RTIA), with technical assistance provided through RTIA Window 1. The revision was requested by the Ministry of Education and involved an extensive consultative process with more than 600 stakeholders, including teachers, school leaders, learners, parents, education officials, universities, civil society organisations, and organisations of persons with disabilities. The process ensured that the document reflects both national policy priorities and the day-to-day realities faced by teachers in schools across Zambia.

Officially launched in Lusaka on 12 May 2026, the Guidelines are currently being disseminated nationwide and will serve as a practical resource for teachers, school leaders, teacher trainers, and education authorities working to strengthen inclusive and equitable education for all learners in Zambia.
