Intermediate Evaluation of the Implementation of the EU Gender Action Plan III (2021-2027) - Executive Summary

The evaluation report provides an independent evidence-based assessment of the implementation of the European Union’s Gender Action Plan III (GAP III) over the period January 2021 to December 2024. 

The evaluation focuses on three GAP III areas of engagement: 

• Green transition
• Digital transformation
• EU support promoting gender equality and women empowerment (GEWE) through engagement with, and support to, women’s rights organisations (WROs) and other civil society organisations (CSOs), with a specific focus on conflict, post-conflict and other fragile contexts. 

The geographic scope of the evaluation covers all partner countries and regions under DG INTPA, DG ENEST, DG MENA, FPI and the EEAS. The evaluation focused on the implementation of the GAP III and the results achieved to date in the three areas of engagement. The evaluation also provides a set of recommendations for the continued implementation of GAP III and beyond.
