Local Responsibilities and Public Services
NALAS is a member of the Research Coordination Committee « LoGov » consortium composed of 10 European and 8 non-European partners from six continents. LoGov is a project funded by the European Commission under the Horizon 2020 MSCA RISE Programme and runs from February 2019 to September 2024
LoGov provides solutions for local governments to address the changing urban-rural interplay and to manage its impact. LoGov identifies, evaluates, compares and shares innovative practices in five major local government areas: Local responsibilities and public services, Local financial arrangements, Structure of local government, Intergovernmental relations of local governments, and People’s participation in local decision-making. In the paper Local Responsibilities and Public Services, LoGov examines the impact of decentralization policies in public services such as education in Moldova. It also explores the role of the private sector in service provision as seen in South Africa’s bus services, where multiple state organs and the local community were involved. The services provided naturally depend on the legislative framework, the financial capacity of municipalities, and citizens' trust in their institutions and any private entities involved
