Terms of Reference
A Strategic Environmental Assessment (SEA) is a process for evaluating the environmental implications of a proposed policy, plan or programme. The model Terms of Reference (ToR) provided here are intended for SEAs undertaken in connection with the formulation or revision of a sector or national policy/plan or programme (strategic document) and/or of an EU sector support programme/project.
