New Evaluation Report on EIB support for the water sector outside the European Union from 2010 to 2021
This evaluation report assesses EIB support for the water sector outside the EU to determine what has worked and what has not in terms of development outcomes and the contribution to environmental sustainability and climate action. The main objective of this evaluation is to provide an independent assessment of EIB support for the water sector with Partner Countries outside the European Union from 2010 to 2021. During this period, 131 project agreements were signed with a total volume of €7.2 billion in over 50 countries.
The evaluation finds that despite delays EIB water projects are achieving the expected results. Projects were found to be highly relevant, aligned to the needs of the water sector and of strong technical quality. Completed projects were being implemented as intended, but tariffs and governance arrangements of the sector threatened the long-term sustainability. With development effects evident but not well-optimized, part of this challenge arises from the EIB focus on infrastructure construction, while relying on other water sector actors to tackle necessary sector reforms.
