Principes for good international engagement in Fragiles States and Situations
The Principles for Good International Engagement in Fragile States and Situations - or Fragile States Principles (FSPs) - provide a set of guidelines for actors involved in development cooperation, peacebuilding, statebuilding and security in fragile and conflict-affected states. Widely accepted as a point of reference, the FSPs were first adopted by OECD ministers in 2007. The Principles are intended to help international actors foster constructive engagement between national and international stakeholders in countries with problems of weak governance and conflict, and during episodes of temporary fragility in the stronger performing countries. They are designed to support existing dialogue and coordination processes, not to generate new ones. In particular, they aim to complement the partnership commitments set out in the Paris Declaration on Aid Effectiveness. As experience deepens, the Principles will be reviewed periodically and adjusted as necessary.
