WEBINAR: Financing of Urban Infrastructure
INTRODUCTION
The critical role of the subnational level in building and managing sustainable urban infrastructure and services is increasingly being recognised. Consequently, EU Delegations and Headquarters work more closely with local actors, necessitating a deep understanding of the specific challenges, opportunities, and complexities involved in urban programs and projects.
LEARNING OBJECTIVES
To address this gap, this training aims to equip EUDs with advanced knowledge in key areas of urban infrastructure and services financing models, enabling them to effectively engage in dialogue with national and local counterparts, DFIs and other donors. The training focuses on practical learning through examples of successful cases, structured into three modules.

Module 1: Local Government Finance
- Improving financial management
- Revenue generation
- Maintenance and operational costs
Module 2: Domestic and International Financing
- Creditworthiness
- Borrowing options: domestic markets
- Borrowing options: international markets
Module 3: Private Sector Participation
- Public-private partnerships
- Land value capture
- Risk mitigation and guarantees, including INTPA instruments.
Target Audience
- The training is designed for staff in INTPA and EUD, with a focus on Sub-Saharan Africa
