What is the Role of the Partners National Development Plan in Joint Programming?

I am putting together a Frequently Asked Question on EU Joint Programming. My plan is to try compile an eventual document with 10 or so questions. The purpose is not to repeat the instructions we already have but rather to answer questions pertaining to any ambiguities that may exist. If you have any suggestions for questions please contact me.
