School Safety and Security - Yemen

Education is the key to life”. Therefore education must be a journey of learning and discovery, through which one can see, appreciate and value the world.

We all believe that education is an essential human right. Education is a tool to critically diagnose and solve issues of poverty, conflict, unemployment, inequality and the environment.

Yemen vulnerable students, unsafe schools

Since March we have been facing a critical situation due to the internal conflict, as well as the external conflict between Yemen and Saudi Arabia.

Yemen is passing through a very critical time where education is facing multiple problems and the country is facing a lot of conflict issues. 
Attacks on schools and other education-related incidents involving violence and the use of force have become a significant concern and a growing trend.

Over 3500 schools have been shut down and more than 30 schools in different parts of Yemen have been affected and damaged because of direct bombing, air strikes and attacks,

Basic education is a human right which also applies in emergencies. 

Today a great proportion of children who do not attend school are affected by emergencies. In many cities Yemen, armed conflict continues to destroy the opportunities for education for whole generations of children.

conflict may last for many years. A country that has to set about the process of rebuilding and stabilization has a serious problem if a whole generation of adolescents and young adults lack basic knowledge, vocational training and higher education.

Only a small proportion of the resources devoted to global humanitarian aid is spent on education. Education is often very low on the list of priorities in humanitarian crises, where food, water and health are often viewed as the most essential life-saving assistance. However, international actors have been paying increasing attention to education in emergencies.

Reasons for interrupted education

In emergencies and conflict situations, education is often interrupted. The reasons for this are many and include the following:

  • The school is no longer a safe place to be
  • The school is being used for other purposes, such as shelter for IDPs or for military use
  • The school and learning materials have been destroyed or removed
  • The teachers are not coming to work
  • People have had to flee from their area of residence

School Safety and Security proposal summary:

This summary is a proposal for a 12-month pilot project aimed at creating Safer Schools through the development of safety and emergency plans and procedures for schools, capacity building of the Ministry of Education in implementing plans and finally advocacy aimed at promoting Safer Schools and the protection of schools during armed conflict. The project is designed to take place in two phases with Phase 1 involving activities aimed at developing a Safety and Emergency Plan through a consultative process incorporating inputs and lessons learned as well as existing practices from stakeholders. As a part of developing the plan, Phase 1 will also include development of training materials and operational guidelines, aimed at building the capacity of the MoE in implementing the plan, as well as the active involvement of the MoE appointed ministry-level task force and GEO representatives in development and review of materials. Phase 2 of the project includes a pilot implementation in 50 schools in 5 governorates impacted by armed conflict. The implementation will be designed as a capacity-building, on-the-job exercise where HIS-Yemen will work alongside implementation teams appointed by the MoE, who will receive extensive training in step-by-step implementation and tailoring of the plan at individual schools. At the end of Phase 2 data will be collected from the pilot implementation to assess lessons learned and all plans and materials will be updated and collated under one School Safety Manual and checklist. The School Safety Manual will be presented to the MoE in connection with a workshop aimed at supporting the MoE capacity in institutionalizing and continuing the implementation of the plans.

Therefore, we are seeking assistant to prepare full proposal in addition, a executive partnership in which to apply this proposal to intended local agencies like Unicef and international donors

We believe in partnering with other NGOs will assist HIS to implement high-quality development cooperation activities and provide prompt humanitarian assistance to vulnerable Boys and Girls.
