Description

The project is the second phase of The EU Infrastructure Support Mechanism to AUDA-NEPAD (African Union Development Agency - New Partnership for Africa’s Development). The Global objective is to promote sustainable, smart, resilient, and safe mobility to strengthen African land/road transport regulatory frameworks across the continent.

This is accompanied by a specific objective to efficiently plan and promote sustainable investments in road network projects of regional interest in Africa.

The Assignment is aimed at:

  1. Improving the bankability (bankable (=sure to bring a profit)) of Road Transport projects.
  2. Enhancing Road Transport Governance.
  3. Strengthening Institutional Capacity.
  4. Attracting Private Sector Investors.
  5. Promoting Sustainable and Resilient Road infrastructure systems.

Project details

Main activities

The project main activities include:

 – Strengthening of the infrastructure unit delivery instruments for an optimized implementation of PIDA projects                

– Enhancing AUDA-NEPAD collaboration with AUC and the EU for the packaging of PIDA PAP II projects    

– Identifying and tracking key transaction milestones

Packaging of PIDA PAP II projects, development of PIMs, and advising project developers on appropriate finance structures           

– Identifying of project risk and risk mitigation measures to de-risk and promote bankable projects.

– Training: to develop strategies for Innovative Financing Mechanisms for Road Transport infrastructures               22

– Training: to develop Domestic Resource Mobilisation Strategies for selected PIDA PAP II Road Transport infrastructure projects   

– Identifying, tracking, and sharing best investment practices across the Road Transport Sector    

– Supporting the development and promotion of policies for private sector engagement & investment in infrastructure and improvement of business climate in Africa       

– Providing demand-driven technical support to develop a pipeline of bankable PIDA Road Transport projects that increase investments in horizontal infrastructure initiatives.         

– Supporting in organizing investor conferences to mobilize private sector finance and institutional investors for bankable projects or those needing refinancing.
