Description
The EU funded Technical Assistance Mission for Governance Support to the land transport sector in Senegal is implemented by NTU International A/S, the project started in September 2019 and is progressing well.
The overall objective of the project is to contribute to improving the sustainability and security of the West African regional transport system.
The specific objectives of this contract are as follows:
- The strengthening of institutional and regulatory capacities as well as the management capacities of administrations and agencies under supervision;
- The administrative and technical facilitation of transport in place;
- Improving the maintenance of the regional network and its sustainability by combating overloads.
The purpose of this contract is:
- Strengthening the leadership and management of the classified network;
- The organization of the maintenance of the unclassified network;
- The operationalization of the BCDR;
- The fight against axle overload;
- Improving the fluidity of transport services on regional corridors;
- The financing of road maintenance and the development of rail transport
Context
Senegal's transport sector is evolving. At the institutional level, in particular, the Technical Assistance coincides with a period of modernization and reforms driven by the new Land Transport Orientation Law.
This new sectoral governance framework and the ambitious reforms associated with it, in conjunction with the Emerging Senegal Plan (PSE), a reference framework for public policies, aims to modernize the land transport sector, which is of vital importance for the Republic of Senegal. Indeed, the PSE considers that "to meet the challenge of growth, Senegal must have infrastructure structures of the highest standards".
This Technical Assistance is essentially aimed at improving the governance of road maintenance and the fight against overloading through the operationalization of the Road Data Central Bank (BCDR) of the Roads Department and providing access to this through the existing Road Database at the AGEROUTE level, and improving the fluidity of transport services on the corridors through the review and/or updating of studies concerning the cost, benefits, and management of all the infrastructure of Senegal's main international land transport corridor (Dakar/Bamako axis; port/rail/road multimodal system synergies).
The strategy and structure of the project
To achieve the objectives set, the Technical Assistance is structured around six areas of intervention:
- Component 1: Support for strengthening the steering and management of the classified network;
- Component 2: Support for the organization of the maintenance of the unclassified network;
- Component 3: Support for the operationalization of the Central Road Data Bank (BCDR);
- Component 4: Support for the fight against axle overload;
- Component 5: Support for improving the fluidity of transport services on regional corridors;
- Component 6: Support for the financing of road maintenance and the development of rail transport.
Governance and funding
The Roads Department of the Ministry of Infrastructure, Land Transport, and Accessibility are responsible for managing the project. To this end, it ensures coordination with the focal points designated at the level of the other services of the Ministry benefiting from this technical assistance, for the implementation of the activities of the contractor.
The Contracting Authority is the Ministry of Finance and Budget, National Authorizing Officer of the EDF, represented by the Support Project for the National Authorizing Officer of the EDF (PSONFED), dependent on the Directorate for the Authorization of Public Expenditures (DODP).
The Project Manager is the Roads Department of the Ministry of Infrastructure, Land Transport, and Accessibility. In this sense, it validates all the reports and any other deliverables submitted by the contractor, in collaboration with the other targeted structures of the said Ministry.
The Donor is the Delegation of the European Union to the Republic of Senegal.
Collaboration
A communication component is implemented within the framework of the Financing Agreement and aims to:
- Promote road safety
- Reduce or even eliminate axle overload
- Reduce the air pollution due to traffic
- Consider gender and employment aspects in the transport sector
