As a successor to the first Joint Strategy of 2017-2020, this second Joint European Strategy 2022-2025 aligns with the Bolivian Government's national strategies, the European Commission's priorities for 2019-2024 (Green Deal; Digitalization; Green Growth and Jobs; Partnerships for Migration; Governance, Peace and Security), the core values of the European Union (Human Dignity; Freedom; Democracy; Equality; Rule of Law; Human Rights) and the mutual global commitments of Bolivia and Team Europe, notably the 2030 Agenda and the SDGs, as well as the Paris Agreement.
The strategy is composed of two main parts: A "joint analysis" of the Bolivian context, followed by a "joint response" that outlines how Team Europe proposes to support the efforts of the Bolivian government and society to respond to these challenges and advance the national objectives of the PDES and the 2030 Agenda. The joint analysis is structured around the four pillars of the 2030 Agenda and the European Consensus: Peace (including governance), Prosperity, People and Planet.
Team Europe has developed a Joint Response that outlines how it proposes to support the efforts of the Bolivian government and society to respond to these challenges and advance national and Agenda 2030 goals. The Joint Response is structured around the following three objectives, aligned with the objectives of the Patriotic Agenda, the PDES 2021-2025 and the 2030 Agenda on the SDGs:
1. Promote green and sustainable development to "live well in harmony with Mother Earth".
2. Promote the rights and peaceful coexistence of the Bolivian people in a representative, participatory, intercultural and parity democracy.
3. To strengthen inclusive social development "to live in a just, equitable society, without poverty".

Effectiveness, coherence (including the "do no harm" concept) and visibility of European external action/European cooperation.
Intersectoral fight against poverty and inequalities (gender, income, territorial...), corruption and for transparency and social inclusion of groups in situation of vulnerability.
