A joint vision 2019-22 (an informal/light joint programming document) endorsed at country level only by HoMs in 2019. Not a formal JPD and has not been / inteded to be approved as formal JPD at HQ. Potential for continuation for the joint vision to be discussed with MS in the course of 2022 now that art 96 restrictions were lifted in Feb 2022.
In the past, the first joint review of a joint programming potential was conducted back in 2015.
No joint programming document, but European partners´ "Joint Vision 2019-22" for joint action exists.
In view of the lack of dialogue with the authorities (see below re: decision on art 96), it was decided to develop a simplified informal document “Joint Vision 2019-22” to improve overall coherence and maximise synergies of wider European action (EU, BE, NL, FR, DE and Switzerland), endorsed by the Heads of Missions. The results of the joint analysis, as well as the strategy of the broader European response, benefited the entire MFF 2021-27 programming process; the country analysis, the Team Europe Initiatives and the Multiannual Indicative Programme. The Joint Results Framework update, which was carried out in the last quarter of 2021, allowed for an initial review of the implementation of the main achievements of the “Joint Vision”.
As a result of the decision made under Article 96 (in 2016 the EU decided that the government of Burundi was no longer adhering to the basic principles of the partnership and under Article 96 of the Cotonou Agreement, suspended direct financial support to the Burundian administration), EU aid has been used exclusively to support the people of Burundi directly. With the repeal of its decision in February 2022, the EU is able to resume this kind of cooperation with the Burundian administration in line with the MIP for 2021-27.
