Ongoing implementation of Team Europe Joint Programme in Djibouti 2021-27.
It should be noted that only the EU and France will have bilateral cooperation funds in Djibouti for the period 2021-2027. The Joint Programme replaces the bilateral programmes for EU and France. Germany is present in Addis Abeba and implements certain projects in Djibouti as part of its regional Horn of Africa strategy, as well as humanitarian initiatives for the benefit of the displaced population, implemented by international bodies or NGOs.
the EU and its Member States have selected three joint priority areas on which this joint response 2021-2027 is based. The priority areas are consistent with Vision 2035, the European Commission’s priorities and aligned with the SDGs and Agenda 2030.
In Djibouti, the main added value of the joint programme has been identified in areas where there is already a pathway for action by various European partners, in particular those linked to:
(I) sustainable urban development (water sanitation, resilience),
(II) issues of democratic and economic governance; and
(III) entrepreneurship and employability of young people.
These priority areas contribute to the overall priorities of the European Commission: Green Deal, Governance, Peace and Security, Digitalisation and Data Technologies, Migration Partnerships; Human development and sustainable economic growth and decent job creation. These areas are chosen on the basis of the expertise and experience that the European Union and the Member States participating in joint programming have in Djibouti. The actions proposed in joint programming build on ongoing actions and in sectors where the EU and its Member States have added value.
