Progress made on Team Europe joint cooperation during EU's recent programming process
The EU's multiannual indicative programme (MIP) for Haiti is based on joint reflections of priorities by the EU and the main cooperation agencies of the Member States present in Haiti, in particular the French Agency Development (AFD), Expertise France (EF), the French Cultural and Scientific Department (SCAC) and the Spanish Cooperation Agency for Development (AECID).
This work was based on achievements, in particular the joint strategic documents as “The roadmap of the EU and its Member States for the commitment to the Civil Society in Haiti, 2018-2021” and the “Gender Action Plan, GAP II” (2017).
In addition, a significant part of the EU's development cooperation initiated in past programming periods (10th and 11th EDF) was or is implemented through conventions of delegation between the EU and the AFD agencies, Expertise France and AECID. This includes programmes such as: Urbayiti (urban development, with EF and AECID), Edukayti (with AECID), Multisectoral Program for Food Security and Nutritional (PMSAN phase 2 with AFD). Support for taxation, territorial governance, financial governance of education (SBC-II with Expertise France), or the construction of a section of RN3 (transferred by AFD to EU).
This cooperation on the MIP, examples of joint implementation, and development of a Team Europe Initiative constitute real progress in joint programming and strategy of Team Europe members. However, work will be continued on strengthening shared mechanisms for joint governance, monitoring and evaluation of European cooperation.
